I don't mean to be overly dramatic here but there are serious issues regarding the Shopping Cart as i have seen it and sales tax, more specifically VAT and the ridiculous tax laws in place in the EU for digital supplies.

It is an area we have been reviewing for a client and all roads point to big problems with PayPal in it's lack of VAT reporting and the lack of EU identification and variable VAT rates for each country.

Emails to PayPal result in them saying it is not their responsibility for VAT calculation or reporting but the responsibility lies with the Web Site or the Shopping Cart provider.

Since July 1, 2003 European VAT tax law states that any electronically supplied services by non-EU residents must charge and account for VAT to any EU consumers. Further, the VAT charged must be at the rate of the consumer's country. VAT charged must then be disbursed to the relevant EU countries.

Quote "Electronically supplied services are defined as services which are ‘delivered over the Internet or an electronic network and the nature of which renders their supply essentially automated and involving minimal human intervention, and in the absence of information technology is impossible to ensure.' "

This would cover ISP's, hosting, web site templates, social networks, downloads etc, etc.

This has huge implications on your shopping cart and your customers that use it.

The shopping cart must, if you intend that your customers can sell to Europeans, have VAT setup parameters (VAT rates, VAT registration number) and must have geographic identity either by entry of a 'country name' or by IP geo mapping and an audit report and tax invoice/receipt mechanism.

This is serious stuff because penalties for non compliance are severe, accumulative and retro-active.

I share this because it shocked us in the overly complex nature of the EU tax laws.

I think you need to get some serious advice from one of the big 5 Auditors on this before you release it to your consumers... it could cost them dearly

I agree with James on all his points. Should be able to click on a product and go a different product page and still have it be added to your cart.
Plus all else he said. =)
