The problem is that many users do use majors catalogs songs. I definately think we must allow them to stream musics / add third part streaming players.
So yes, when any other third part is engaged in the rights like labels, editors, producers etc, it's easier to ask the musicians themselves to have a diffusion authorization.
Many audio / pictures tracking systems are up now and can scan websites to find frauders like a getty friend of mine told me :
